This webinar will provide a high-level overview of parliamentary procedure, including guidance and examples for effectively running meetings, recording minutes, managing discussions, introducing motions, making amendments and voting. The session is based on the American Institute of Parliamentarians, a set of proven rules that serve as a guideline for participating in and conducting effective meetings.

  • Define the meaning and key concepts of parliamentary procedure.
  • Describe the process for making and voting on motions in a meeting.
  • Explain how to carry motions and debates forward in the most effective manner.

Donald Garrett, M.P.A., PRP

Donald Garrett is a Professional Registered Parliamentarian based in the Washington, DC Metropolitan Area. Mr. Garrett combines his experience with analysis and member engagement with an expert command of meeting rules to provide accurate and timely advice to organizations of all sizes through his company, Last Minute Meetings. His personal touch puts clients at ease as they navigate through prickly meetings and confusing motions. His clients have ranged from local churches and homeowner associations to statewide unions and international nonprofits.

Mr. Garrett has been a member of the National Association of Parliamentarians for over a decade, earning the Professional Registered Parliamentarian credential in 2013. He currently serves as the President of the Virginia State Association of Parliamentarians.

Outside of his parliamentary consulting, Mr. Garrett enjoys volunteering with community organizations and sampling exotic and new cuisines. He received a Master of Public Administration from George Mason University.
